    Project status update

Concrete pours for the suspended slabs are now underway! Pours for Level 1 started in late-January and are almost complete, Level 2 started in March and will be complete in June, and Level 3 is anticipated from May to July.

In February, members from the various project teams attended an in-person mock-up review of a typical multi-trade rack (MTR) in Coquitlam to provide feedback and discuss the pre-fabrication design. The MTR’s will start arriving on site in late-June.

In early-March, Graham Design Builders submitted the 95% design for review. The project team is currently working through the feedback and comments received from user groups. The 100% design submission is anticipated to be received later this summer.

Following the 95% design submission, mock-up #3 was held in the Quonset hut on the site of the current hospital for leadership representatives to experience key features of the design and provide feedback. The mock-up consisted of two fully constructed patient rooms and included sample materials and finishes, millwork locations, and key equipment and furniture.

A Request for Proposals (RFP) was posted for an Operational Readiness Advisor and proposals are already being received. The scope of work for operational readiness services will be divided into three phases with key focuses.

    • Phase 1 – Educate and inform DCDH leadership on the operational readiness process and assess preparedness and capacity.
    • Phase 2 – Focus on the operational readiness development and implementation, which includes developing work plans for all individual programs, units and services.
    • Phase 3 – Work closely with leadership, staff and user groups to execute the work prepared in previous phases and support the transition to the new hospital.

    Road Closure Notices

As of April 26, 2024, the road south of the DCDH construction site and the rear access road to the Northern Lights College (NLC) campus will be closed until further notice due to construction activities. There will be no vehicle, pedestrian or cyclist access through this road until it re-opens. Some NLC parking stalls located near the road closure will also be impacted.

Pedestrians and cyclists accessing NLC, Campus Kids Daycare or the Community Garden will have to do so via 112 Ave or 116 Ave.

Vehicles accessing NLC, Campus Kids Daycare or the Community Garden will have to do so via 116 Ave or 8 Street/Highway 2. Parking at the community garden will not be impacted.

We apologize for any inconvenience this may cause.

    Project status update

    Where we’re at

Since our last update, work has been progressing well on the site of the new hospital – partially thanks to the mild weather we had heading into the holiday season!

During October, detailed excavation was completed and over 2,200m3 (about the volume of an Olympic-size swimming pool) of concrete was poured.

During November, construction activities transitioned to vertical components such as elevator cores, columns, and foundation walls. The second tower crane was also installed – check out this timelapse video of the process.

During December, work began on foundation walls, interior columns, gas and electrical set up for site heating, and backfill of deep foundations.

In addition, Graham prepared for the winter months by implementing their frost protection, ground heating and new temperature monitoring systems.

    What’s next

Over the coming months, construction activities will continue to focus on the concrete superstructure and work has just begun on the level 1 structural suspended slab.

In March, we will receive and review the formal 95% design submission and host the third round of mock-ups in the Quonset hut.

    Project status update

    Where we’ve come from

Since our last update, the project has reached a number of significant milestones following the execution of the Design Build Agreement with Graham Design Builders LP (Graham).

Over the summer, a lot of work was completed on site including tree clearing, installing perimeter fencing, stripping the top soil, setting up site office trailers, and bulk excavation – which involved approximately 56,000m³ of material being removed from the site.

In addition, work on a new sidewalk and temporary parking lot has been completed to accommodate workers that will be on site throughout the project.

    Where we’re at

The Dawson Creek skyline has a new look with the first of two tower cranes being installed on site. Once the second crane is installed, they will remain on site for the next 16 months.

Fun fact: Crane #1 is 165 feet tall with a jib length of 75 metres and crane #2 will be 135 feet tall with a jib length of 60 metres.

Workers have started pouring concrete for the footings and foundation walls for the basement.

The fifth round of User Consultation Meetings were held for clinical users to provide input on clinical design, room layouts, work surfaces, millwork, equipment quantities and locations, and much more.

    What’s next

Throughout the winter, work will continue on the concrete super structure. In February, work will begin on the level 1 suspended slab. In early 2024, we will receive the formal 95% design submission.

    Other exciting news

    Groundbreaking celebrations

In late-July, a small group gathered on site to dig the ceremonial hole and celebrate the start of construction.

The Project Management Office also hosted a staff celebration and staff were invited down to meet the project team, view draft renderings of the new hospital, and enjoy cupcakes and snacks.

Presentations for the Chambers of Commerce

The Dawson Creek, Chetwynd and Fort St. John Chambers of Commerce hosted a series of luncheons for their members with the topic of discussion being the DCDH Replacement Project.

Ashley Pannozzo, DCDH Community Engagement Liaison and Dave Corcoran, VP of Health Care for Graham presented a project status update and shared information about upcoming business and employment opportunities.

Employment and business opportunities with the project

A new hospital for the community means more than just investing in health-care, it also means economic opportunities for the region. Construction only began a couple of months ago, but locals are already involved and benefiting from the project.

Graham is responsible for all hiring and contracting related to the construction of the new hospital. Wherever possible, they are prioritizing working with and hiring local and regional businesses. They are also committed to filling as many positions as possible with people from the local community and region. During the peak of construction, there will be over 300 workers on-site.

Interested in employment, apprenticeship training, business opportunities and/or subcontracts? Submit a resume and/or send information about services and product offerings to Graham via email to dawsoncreekhospital@graham.ca.

    Project status update

    Where we’re at

We’ve reached an exciting milestone for the project! Minister of Health Adrian Dix joined us in Dawson Creek on Monday, June 26 to announce the selection of a preferred proponent and the execution of the Design Build Agreement for the new Dawson Creek & District Hospital.

Graham Design Builders LP has been selected and will be responsible for completing the design and building the new hospital.

    What’s next

This month, you will begin to see activity on the site with work underway for site mobilization and preparation. This includes preparing a construction office and storage area as well as a temporary parking lot on Northern Lights College’s property, south of the new hospital site.

Over the next month, excavation for the hospital basement will begin. This will require removal of approximately 56,000 m³ of material from the site!

In August, workers will begin forming and pouring the concrete footings and foundation walls. In September, two large tower cranes will be installed to continue building the concrete superstructure. Throughout the winter, work on the concrete structure will continue.

    Other exciting news

    Ground blessing ceremony

On Monday, June 19, a ground blessing ceremony was held on the site of the new hospital to pay respects to the territory on which the new hospital will be located.

We were honoured to have Elder Della Owens from Saulteau First Nations lead the ceremony and blessing. Witnesses to the ceremony were seated in a circle and joined her with their heads lowered and hands open as she shared a prayer in Cree. This was an important step for the project while the land was undisturbed and before construction begins.

Dawson Creek Art Gallery’s annual art auction

On Friday, June 23, the Dawson Creek Art Gallery hosted their 40th annual art auction. This year's theme was "Come Fly With Me" as the auction took place inside the aircraft hanger on Northern Lights College's campus. The event featured over 30 pieces of artwork from local and regional artists open for bidding as well as a silent auction and live entertainment.

Ashley Pannozzo, Community Engagement Liaison and Jennifer Dunn, Clinical Lead set up an exhibit with artistic renderings of some of the spaces within the new facility. Attendees asked questions, took a copy of the project’s fact sheet and learned about upcoming milestones for the project.

    Working groups update

The Community and Indigenous Advisory Working Groups (CAWG and IAWG) are continuing to provide input into design aspects of the project to ensure the facility reflects the communities it serves and is culturally safe, welcoming, respectful and relevant.

The groups met for the second time in June and topics of discussion included the landscaping plan and plant list as well as the non-denominational spiritual room and family gathering spaces throughout the facility. The next meeting is scheduled for September.

    Project status update

    Where we’re at

The project is now moving to the next step in the procurement process with the issuance of a new Request for Proposals (RFP). The Government of British Columbia and Northern Health have decided to end the Design Early Works Agreement (DEWA) and Request for Proposals (RFP) with Clark Turner Dawson Creek JV.

Throughout the new RFP process, HDR Architecture will be available to serve as the design firm for any interested proponent. Design work completed to date will still be used for the project as design continues to advance.

We’ve recently received the 60% design submission from HDR Architecture and are in the process of reviewing it and providing feedback. This feedback will be shared with the proponent teams to be incorporated into the design.

This month, we will be submitting a Stage 1 Building Permit to the City of Dawson Creek for their review. This will allow the selected proponent to begin early site construction work in the spring.

    What’s next

We’re now working towards selecting a new proponent to complete and deliver the project. Over the coming months, we will be working collaboratively with the new proponent teams to review the project’s requirements and the recently submitted 60% design. There will be a series of collaborative meetings to help them understand the project and answer any questions before a final decision is made.

We’re also working closely with HDR Architecture to provide feedback on the 60% design submission. This feedback along with the proponents’ feedback will be incorporated into an updated set of project requirements.

In the spring, the proponent teams will submit their financial submissions for evaluation. Following the evaluation, we anticipate announcing the new preferred proponent and signing the Design Build Agreement (DBA). Once the DBA is signed, construction will begin shortly after. The final design work will also be starting which will include another round of user consultation meetings in the summer and a third round of mock-ups on site.

    Engagement activities

    DCDH Foundation: Donor Appreciation Reception

In November, the Dawson Creek and District Hospital Foundation held a Donor Appreciation Reception at Our Social Collective, a local co-working space in downtown Dawson Creek, which the Project Management Office (PMO) was happy to support.

Approximately forty donors, community leaders and stakeholders joined members of the Foundation Board of Directors in an afternoon to celebrate the generosity of the community and meet the new Foundation Executive Director.

Those in attendance were treated to a presentation about the Dawson Creek & District Hospital Replacement Project from the project’s Community Engagement Liaison Officer, Ashley Pannozzo, and Northern Health Vice President, Communications & Public Relations, Steve Raper. The guests were very involved with the conversation and asked pertinent and insightful questions.

The DCDH Foundation’s Executive Director, Heather Kohler says “The Foundation was delighted to partner with Northern Health for this event which provided the opportunity for some of our most committed donors to engage with Northern Health in a valuable face-to-face setting.”

Community and Indigenous Advisory Working Groups

In December, we reached out to local community stakeholders, Indigenous communities and other interested and impacted parties to invite them to join the Community and/or Indigenous Advisory Working Groups. The purpose of these working groups is to give the members an opportunity to provide feedback and share their input into the hospital design to ensure that the new facility is welcoming, relevant and respectful.

Input gathered from these working groups goes to the Capital Advisory Committee (CAC) and then to the Steering Committee. The Steering Committee works in collaboration with the Project Board to examine the feedback and determine how to incorporate it into the project as appropriate.

Collectively, the working groups will have the opportunity to provide advice relating to the project on local and community considerations, patient experiences, relevant and welcoming design, artwork and signage, and other areas of interest.

    Project status update

    Where we’re at

The Dawson Creek and District Hospital Replacement Project is continuing to progress on schedule as we work with the Design-Builder (Clark Builders-Turner-HDR Architecture) and the Ministry of Health to advance the design of the new hospital.

We have recently received, reviewed and provided feedback on the first set of design and technical submissions from the Design-Builder. These submissions include the draft design and construction schedule, the proposed project management plan, and a schematic level design.

We are also in the final steps of acquiring the land for the site of the new hospital which is located at the intersection of 12th St and 112 Ave. The City of Dawson Creek has approved the application to subdivide the land and the transfer process is now moving forward with the provincial government.

    What’s next

This month, the Design-Builder is installing a Quonset hut on the southwest corner of the current hospital with mock-ups of certain areas of the new facility. In November, a select group of users will be guided through to experience certain design features. This hut will be updated with more detail as the design advances and will be in place until the design is fully complete.

By the end of fall, we also expect to have received and reviewed the financial submission from the Design-Builder.

The next set of design and technical submissions from the Design-Builder should arrive in early 2023. These will build on the previous submissions with more detailed architectural and engineering drawings which will incorporate the feedback that the project team and the users provided.

    Engagement activities

    User Consultation Meetings

User Consultation Meetings (UCM) are organized with small groups of users who are typically physicians and health care staff who represent their areas of expertise. UCMs help the Design-Builder understand over-arching concepts and ensure that all departments are situated correctly for the best clinical care and efficiencies.

Topics include the general footprint of the building, blocking and stacking, placement and adjacencies of departments, flow and circulation, individual room layouts, and equipment and furniture placement. The next set of UCMs are scheduled for November.

    Special Topic Meetings

When more information about a specific topic is required in between UCMs, there are Special Topic Meetings (STM). These meetings allow the Design-Builder, users, and the project team to discuss specific topics in greater detail. Recent topics include mechanical and electrical systems, in-patient unit room layouts, elevator design requirements, patient travel paths, exterior cladding, and IMIT.

    Capital Advisory Committee

The Capital Advisory Committee (CAC) is continuing to meet quarterly to provide input, advice, and recommendations to Northern Health on patient experiences, local and cultural considerations, consultations and communications, and First Nations engagement.

The CAC has representation from Saulteau First Nations, West Moberly First Nations, Kelly Lake Cree Nation, the City of Dawson Creek, Peace River Regional Hospital District, First Nations Health Authority, South Peace Health Services Society, and Patient Voices Network. The CAC reports to the Steering Committee and any feedback or input gathered is taken for further review.

    Community Advisory Working Group

We are continuing to build relationships with local organizations and groups in Dawson Creek and the surrounding areas. Over the coming months, we will be inviting these stakeholders to appoint representation on the Community Advisory Working Group (CAWG).

The purpose of this group is to have a forum for community input into design, local culture, practices and experience and to ensure the new facility is welcoming, respectful and relevant. The CAWG reports to the CAC and any feedback or input gathered is taken for further review.

    Indigenous Advisory Working Group

Over the coming months, we will be engaging with local Indigenous communities, organizations, and groups for recommendations and advice pertaining to Indigenous cultural values. We will be forming an Indigenous Advisory Working Group (IAWG) which is a safe space for Indigenous input into design aspects of the project and considerations unique to Indigenous culture and practices.

The purpose of this group is to ensure the new facility is culturally safe, welcoming, respectful and relevant. We will be seeking representation for the IAWG from the Treaty 8 Tribal Association, Saulteau First Nations, West Moberly First Nations, Doig River First Nation, Halfway River First Nation, Prophet River First Nation, Blueberry River First Nation, Fort Nelson First Nation, Kelly Lake Cree Nation, North East Métis Association, and more. The IAWG reports to the CAC and any feedback or input gathered is taken for further review.

    Project status update

    Where we’ve come from

    Where we’re at

The DCDH Replacement Project is currently in the procurement phase which consists of two parts – a technical submission and a financial submission. The technical submission ensures that the ongoing design is reflective of the project’s requirements which includes the design and construction schedules, design narratives, renderings, and draft management plans; and the financial submission addresses the costs of the project.

    What’s next

Northern Health is working with the preferred proponent, Clark Builders-Turner-HDR Architecture under a Design Early Works Agreement (DEWA) to advance the design of the new hospital. This year, they will be submitting the technical and financial proposals to Northern Health for review. If the submissions are accepted, the next step is signing a Design-Build Agreement (DBA) with Clark Builders-Turner-HDR to deliver the project. Once the DBA has been signed, construction will begin.

    Project schedule

Capital projects are large undertakings that require a series of planning steps to ensure the facility is designed following the current and future evidence for health care facilities, and tendered and constructed for the best value. Additionally, this work is scheduled to ensure health care services are maintained during the construction period that will be over a couple of years. For all large projects, timelines can be impacted by a number of factors that may change over time. It’s in the best interest of the community and health care team to work through the project thoroughly to ensure that the facility is built to respond to future health care needs.

    Next steps

    Engagement

We have formed a Capital Advisory Committee (CAC) that has representation from local First Nations, the City of Dawson Creek, Peace River Regional Hospital District, First Nations Health Authority, and BC Patient Voices Network. This committee has already been providing input, advice, and recommendations to Northern Health on patient experiences, cultural considerations, consultations and communications, and First Nations engagement.

Right now, we are developing and working on community engagement for the City of Dawson Creek and surrounding areas, including First Nation communities to gather feedback related to the project.

We are and will continue to be working closely with Northern Health’s Indigenous Health team to actively engage with local Indigenous communities and groups throughout the duration of the DCDH Replacement Project. Shortly, we will form an Indigenous Advisory Working Group (IAWG) to gather input into design aspects as well as Indigenous culture and practices to ensure the new facility is culturally safe, welcoming, respectful, and relevant.

We will also form a Community Advisory Working Group (CAWG) consisting of stakeholders and community members. This working group will help us gather input relating to design aspects, and local culture, practices, and experience to ensure the facility reflects the health care service needs of Dawson Creek, surrounding communities, and local Indigenous communities.

The Dawson Creek Community Garden was relocated from the Northwest corner of Northern Lights College's property in order to make space for the new Dawson Creek and District Hospital. The relocation project was done in collaboration with the Dawson Creek Community Garden Society, Northern Lights College, Stantec Inc., and Northern Legendary Construction Ltd. Construction began in June 2021 and was completed in September 2021. The Dawson Creek Community Garden Society hosted their grand opening ribbon cutting ceremony on Saturday, June 18. The event included speeches from local dignitaries and those involved in the project, cupcakes, and a tour of the new site.

Northern Health is currently in the business case planning stage for the Dawson Creek & District Hospital Replacement Project.

Part of that planning requires some pre-engineering and testing work, a portion of which will take place on the Northwest corner of the Northern Lights College (NLC) property. NLC is supportive of this work and the disruption on that site will be minimal.
