    Project Status Update

    Where we’re at

The new Dawson Creek & District Hospital has risen to the skyline and we have said farewell to the two mighty tower cranes – Hank and Dan. These mechanical marvels played a crucial role in the construction of the new hospital and have captured the hearts and imaginations of our community. On November 14, Hank (tower crane #1) was carefully dismantled and removed from the site, followed by Dan (tower crane #2) on December 4. Their departure marks the end of an era but also reminds us of the exciting and quick progress being made.

In addition, the installation of structural steel on Level 3 is now complete as well as majority of the roof installation, with the remainder being complete in March. Work continues on interior framing throughout the building and work is now underway on wall rough ins for mechanical and electrical as well as the installation of windows on Level 2.

    What’s next

Over the coming months, the exterior of the building will start looking different each week as work begins on the full building envelope.

Focus on the inside of the building will remain on mechanical and electrical wall rough ins, with the first zones being complete by the end of January. In February, interior drywall installation will begin followed by finishes and architectural items such as paint, millwork, wall protection and flooring. All of the windows on Level 1 and Level 2 will be installed by the end of February, which will allow for more natural light throughout the building.

Elevators are currently being installed and will be operational by the end of March. Mechanical and electrical rooms throughout the building will also start taking shape as more equipment is delivered and installed. The remainder of the multi-trade racks will be installed on Level 0.

    Construction Progress Photos

    Operational Readiness and Transition Planning

Angus Connect has been actively advancing operational readiness at DCDH in collaboration with the Project Management Office. In September 2024, Phase 1: Project Initiation and Current State Assessment was successfully completed. This phase included capturing Corporate Opening Day Views, conducting a Lessons Learned workshop to gather insights from neighbouring capital projects, and engaging program leaders to understand the current state workflows at DCDH.

In October 2024, Angus Connect launched Phase 2: Development and Implementation, the largest phase in the three-phase approach, which will continue until Substantial Completion (November 2026). Through extensive collaboration with regional and local stakeholders, Angus Connect completed Patient Journey Mapping and Materials Mapping during their second site visit, conducted a Future State Assessment, and developed a comprehensive Change Map to address key changes across people, processes, and technology. Building on the insights from the change map, the development of an orientation, training, and education plan is underway to guide upcoming engagement sessions focused on the facility's start up activities. A Risk Register was also developed to track risks across all disciplines in the replacement project and to support ongoing discussions about mitigation strategies.

Currently, Angus Connect is collaborating with user groups to develop Operational Readiness Workplans. These plans will outline detailed steps for operationalizing each major change in the new facility. Angus Connect is energized by the progress made and looks forward to continuing this meaningful work to ensure a smooth and successful transition at DCDH.

Mock-up review: Inpatient washroom and accessories

Prior to the holidays, users from Facilities Maintenance, Infection Prevention and Control, and Rehabilitation attended a detailed mock-up review of the inpatient washroom and accessories on-site of the new Hospital. This session was crucial for gathering user feedback and ensuring the design meets the highest standards of functionality and safety.

    Areas of feedback included:

    • Nightlight placement for enhanced nighttime visibility and safety
    • Location and size of swing-up grab bars
    • Placement of sink cleanout and shut-off valves
    • Backrest placement and width to comply with BC Building Code
    • Height and support of the flush valve
    • Accessible placement of Nurse Call, Emergency, and Call Bell devices
    • Paper towel dispenser location for improved access and safety

Site tour with Northern Lights College

Recently, representatives from the Northern Lights College (NLC) Executive and Health Sciences teams joined us for a site tour.

We want to extend our thanks to NLC for their incredible collaboration over the past year – they have been an exceptional neighbour since construction started. They have allowed Graham to lease a portion of their land for the site offices complex and temporary parking lot for site workers and have worked closely with us to ensure that everyone is informed about any road closures due to construction activities.

In return, we supported NLC by providing them with excavated dirt and fill for future projects on their campus. This mutually beneficial exchange has not only helped manage resources efficiently but also contributed to their development plans. As part of the project, we will also be straightening out the rear access road into the NLC Campus, which will enhance accessibility and safety for everyone using the road.

    Project Status Update

The new Dawson Creek & District Hospital really starting to take shape and construction is continuing to progress well!

Since our last update, the foundation walls and the last concrete pour for the structural slabs were completed. In addition, work is underway on waterproofing, reinforcing steel, vertical construction and the installation of the multi-trade racks. Over the coming weeks, work will begin on the installation of structural steel.

Two other major milestones were achieved over the past few months – the City of Dawson Creek issued the third and final Building Permit to Graham in June and two of the 100% design packages have been received. The third and final 100% design package will be received in mid-August.

    Operational Readiness and Transition Planning

We’re excited to share that we have hired Angus Connect to provide Operational Readiness Advisory Services for the project. Angus Connect (a division of H.H. Angus & Associates Ltd) is a private consulting firm that provides advisory services based on clinical expertise and real-world experience.

As we prepare for the new facility to open in Spring 2027, they will follow a 3-phased approach:

    • Phase 1: Project initiation and assessment (Summer 2024)
    • Phase 2: Development and implementation (Fall 2025 – Fall 2026)
    • Phase 3: Transition plan, move, and learn (Summer 2026 – Summer 2027)

Angus Connect will help prepare and implement a plan to ensure Northern Health is ready to deliver the right care, at the right time, in the new facility. Through stakeholder engagement, detailed assessments, gap analysis, and patient journey mapping the team will help develop work plans for all programs and units. They will also support the development of the orientation, training, simulation and implementation plans to help ensure that the provision of healthcare services is not adversely impacted and that access to care will continue throughout the transition period.

Earlier this summer, Angus Connect kick-started this work and completed their first site visit with two workshops about lessons learned and corporate opening day view. The team looks forward to working with local leadership to help ensure a smooth transition into the new hospital.

    Project status update

Concrete pours for the suspended slabs are now underway! Pours for Level 1 started in late-January and are almost complete, Level 2 started in March and will be complete in June, and Level 3 is anticipated from May to July.

In February, members from the various project teams attended an in-person mock-up review of a typical multi-trade rack (MTR) in Coquitlam to provide feedback and discuss the pre-fabrication design. The MTR’s will start arriving on site in late-June.

In early-March, Graham Design Builders submitted the 95% design for review. The project team is currently working through the feedback and comments received from user groups. The 100% design submission is anticipated to be received later this summer.

Following the 95% design submission, mock-up #3 was held in the Quonset hut on the site of the current hospital for leadership representatives to experience key features of the design and provide feedback. The mock-up consisted of two fully constructed patient rooms and included sample materials and finishes, millwork locations, and key equipment and furniture.

A Request for Proposals (RFP) was posted for an Operational Readiness Advisor and proposals are already being received. The scope of work for operational readiness services will be divided into three phases with key focuses.

    • Phase 1 – Educate and inform DCDH leadership on the operational readiness process and assess preparedness and capacity.
    • Phase 2 – Focus on the operational readiness development and implementation, which includes developing work plans for all individual programs, units and services.
    • Phase 3 – Work closely with leadership, staff and user groups to execute the work prepared in previous phases and support the transition to the new hospital.

    Road Closure Notices

As of April 26, 2024, the road south of the DCDH construction site and the rear access road to the Northern Lights College (NLC) campus will be closed until further notice due to construction activities. There will be no vehicle, pedestrian or cyclist access through this road until it re-opens. Some NLC parking stalls located near the road closure will also be impacted.

Pedestrians and cyclists accessing NLC, Campus Kids Daycare or the Community Garden will have to do so via 112 Ave or 116 Ave.

Vehicles accessing NLC, Campus Kids Daycare or the Community Garden will have to do so via 116 Ave or 8 Street/Highway 2. Parking at the community garden will not be impacted.

We apologize for any inconvenience this may cause.

    Project status update

    Where we’re at

Since our last update, work has been progressing well on the site of the new hospital – partially thanks to the mild weather we had heading into the holiday season!

During October, detailed excavation was completed and over 2,200m3 (about the volume of an Olympic-size swimming pool) of concrete was poured.

During November, construction activities transitioned to vertical components such as elevator cores, columns, and foundation walls. The second tower crane was also installed – check out this timelapse video of the process.

During December, work began on foundation walls, interior columns, gas and electrical set up for site heating, and backfill of deep foundations.

In addition, Graham prepared for the winter months by implementing their frost protection, ground heating and new temperature monitoring systems.

    What’s next

Over the coming months, construction activities will continue to focus on the concrete superstructure and work has just begun on the level 1 structural suspended slab.

In March, we will receive and review the formal 95% design submission and host the third round of mock-ups in the Quonset hut.

    Project status update

    Where we’ve come from

Since our last update, the project has reached a number of significant milestones following the execution of the Design Build Agreement with Graham Design Builders LP (Graham).

Over the summer, a lot of work was completed on site including tree clearing, installing perimeter fencing, stripping the top soil, setting up site office trailers, and bulk excavation – which involved approximately 56,000m³ of material being removed from the site.

In addition, work on a new sidewalk and temporary parking lot has been completed to accommodate workers that will be on site throughout the project.

    Where we’re at

The Dawson Creek skyline has a new look with the first of two tower cranes being installed on site. Once the second crane is installed, they will remain on site for the next 16 months.

Fun fact: Crane #1 is 165 feet tall with a jib length of 75 metres and crane #2 will be 135 feet tall with a jib length of 60 metres.

Workers have started pouring concrete for the footings and foundation walls for the basement.

The fifth round of User Consultation Meetings were held for clinical users to provide input on clinical design, room layouts, work surfaces, millwork, equipment quantities and locations, and much more.

    What’s next

Throughout the winter, work will continue on the concrete super structure. In February, work will begin on the level 1 suspended slab. In early 2024, we will receive the formal 95% design submission.

    Other exciting news

    Groundbreaking celebrations

In late-July, a small group gathered on site to dig the ceremonial hole and celebrate the start of construction.

The Project Management Office also hosted a staff celebration and staff were invited down to meet the project team, view draft renderings of the new hospital, and enjoy cupcakes and snacks.

Presentations for the Chambers of Commerce

The Dawson Creek, Chetwynd and Fort St. John Chambers of Commerce hosted a series of luncheons for their members with the topic of discussion being the DCDH Replacement Project.

Ashley Pannozzo, DCDH Community Engagement Liaison and Dave Corcoran, VP of Health Care for Graham presented a project status update and shared information about upcoming business and employment opportunities.

Employment and business opportunities with the project

A new hospital for the community means more than just investing in health-care, it also means economic opportunities for the region. Construction only began a couple of months ago, but locals are already involved and benefiting from the project.

Graham is responsible for all hiring and contracting related to the construction of the new hospital. Wherever possible, they are prioritizing working with and hiring local and regional businesses. They are also committed to filling as many positions as possible with people from the local community and region. During the peak of construction, there will be over 300 workers on-site.

    Project status update

    Where we’re at

We’ve reached an exciting milestone for the project! Minister of Health Adrian Dix joined us in Dawson Creek on Monday, June 26 to announce the selection of a preferred proponent and the execution of the Design Build Agreement for the new Dawson Creek & District Hospital.

Graham Design Builders LP has been selected and will be responsible for completing the design and building the new hospital.

    What’s next

This month, you will begin to see activity on the site with work underway for site mobilization and preparation. This includes preparing a construction office and storage area as well as a temporary parking lot on Northern Lights College’s property, south of the new hospital site.

Over the next month, excavation for the hospital basement will begin. This will require removal of approximately 56,000 m³ of material from the site!

In August, workers will begin forming and pouring the concrete footings and foundation walls. In September, two large tower cranes will be installed to continue building the concrete superstructure. Throughout the winter, work on the concrete structure will continue.

    Other exciting news

    Ground blessing ceremony

On Monday, June 19, a ground blessing ceremony was held on the site of the new hospital to pay respects to the territory on which the new hospital will be located.

We were honoured to have Elder Della Owens from Saulteau First Nations lead the ceremony and blessing. Witnesses to the ceremony were seated in a circle and joined her with their heads lowered and hands open as she shared a prayer in Cree. This was an important step for the project while the land was undisturbed and before construction begins.

Dawson Creek Art Gallery’s annual art auction

On Friday, June 23, the Dawson Creek Art Gallery hosted their 40th annual art auction. This year's theme was "Come Fly With Me" as the auction took place inside the aircraft hanger on Northern Lights College's campus. The event featured over 30 pieces of artwork from local and regional artists open for bidding as well as a silent auction and live entertainment.

Ashley Pannozzo, Community Engagement Liaison and Jennifer Dunn, Clinical Lead set up an exhibit with artistic renderings of some of the spaces within the new facility. Attendees asked questions, took a copy of the project’s fact sheet and learned about upcoming milestones for the project.

    Working groups update

The Community and Indigenous Advisory Working Groups (CAWG and IAWG) are continuing to provide input into design aspects of the project to ensure the facility reflects the communities it serves and is culturally safe, welcoming, respectful and relevant.

The groups met for the second time in June and topics of discussion included the landscaping plan and plant list as well as the non-denominational spiritual room and family gathering spaces throughout the facility. The next meeting is scheduled for September.

    Project status update

In the next few months, the proponent teams will submit their financial submissions for evaluation. Following the evaluation, a new preferred proponent will be selected, the Design Build Agreement will be signed, and construction will begin shortly thereafter.

    Working groups update

The Community Advisory Working Group (CAWG) and the Indigenous Advisory Working Group (IAWG) have recently been formed.

These groups provide input into design aspects of the project, help ensure the facility reflects the communities it serves, and help ensure the new facility is culturally safe, welcoming, respectful and relevant. There are two different working groups in order to give our Indigenous stakeholders and partners a safe and comfortable space to share their thoughts, ideas and opinions.

Topics of discussion for the first meeting included the draft colour schemes, inspiration behind the floor themes, and allocated locations for artwork and artefacts throughout the facility.

Current membership on the CAWG is as follows:

    • Better at Home
    • City of Dawson Creek
    • Dawson Creek Art Gallery
    • Dawson Creek Chamber of Commerce

    Engagement update

Education and Career Fair at Saulteau First Nations

On March 9, Saulteau First Nations and the Muskoti Learning Centre hosted an education and career fair for Grade 10-12 students from Saulteau First Nations as well as students from Chetwynd Secondary School and Tumbler Ridge Secondary School.

Approximately 100 students and teachers attended the event, which featured info booths from 25 different organizations.

Attending these events throughout the Peace Region helps us raise awareness of career and volunteer opportunities within the health care industry and allow us to share information about the new hospital being built in the South Peace.

Career Fair at Dawson Creek Secondary School

On March 15, School District 59’s Career Education Department Team hosted a career fair for Dawson Creek Secondary School – South Peace Campus students.

We were among 25 different regional companies and organizations offering career and educational information. Approximately 100 students that came through the gymnasium along with teachers and support staff.

We featured volunteer opportunities, job and career paths through the Grow Our Own program, and quick facts about the new hospital as there is an ongoing need for health care professionals in the region.

    Project status update

    Where we’re at

The project is now moving to the next step in the procurement process with the issuance of a new Request for Proposals (RFP). The Government of British Columbia and Northern Health have decided to end the Design Early Works Agreement (DEWA) and Request for Proposals (RFP) with Clark Turner Dawson Creek JV.

Throughout the new RFP process, HDR Architecture will be available to serve as the design firm for any interested proponent. Design work completed to date will still be used for the project as design continues to advance.

We’ve recently received the 60% design submission from HDR Architecture and are in the process of reviewing it and providing feedback. This feedback will be shared with the proponent teams to be incorporated into the design.

This month, we will be submitting a Stage 1 Building Permit to the City of Dawson Creek for their review. This will allow the selected proponent to begin early site construction work in the spring.

    What’s next

We’re now working towards selecting a new proponent to complete and deliver the project. Over the coming months, we will be working collaboratively with the new proponent teams to review the project’s requirements and the recently submitted 60% design. There will be a series of collaborative meetings to help them understand the project and answer any questions before a final decision is made.

We’re also working closely with HDR Architecture to provide feedback on the 60% design submission. This feedback along with the proponents’ feedback will be incorporated into an updated set of project requirements.

In the spring, the proponent teams will submit their financial submissions for evaluation. Following the evaluation, we anticipate announcing the new preferred proponent and signing the Design Build Agreement (DBA). Once the DBA is signed, construction will begin shortly after. The final design work will also be starting which will include another round of user consultation meetings in the summer and a third round of mock-ups on site.

    Engagement activities

    DCDH Foundation: Donor Appreciation Reception

In November, the Dawson Creek and District Hospital Foundation held a Donor Appreciation Reception at Our Social Collective, a local co-working space in downtown Dawson Creek, which the Project Management Office (PMO) was happy to support.

Approximately forty donors, community leaders and stakeholders joined members of the Foundation Board of Directors in an afternoon to celebrate the generosity of the community and meet the new Foundation Executive Director.

Those in attendance were treated to a presentation about the Dawson Creek & District Hospital Replacement Project from the project’s Community Engagement Liaison Officer, Ashley Pannozzo, and Northern Health Vice President, Communications & Public Relations, Steve Raper. The guests were very involved with the conversation and asked pertinent and insightful questions.

The DCDH Foundation’s Executive Director, Heather Kohler says “The Foundation was delighted to partner with Northern Health for this event which provided the opportunity for some of our most committed donors to engage with Northern Health in a valuable face-to-face setting.”

Community and Indigenous Advisory Working Groups

In December, we reached out to local community stakeholders, Indigenous communities and other interested and impacted parties to invite them to join the Community and/or Indigenous Advisory Working Groups. The purpose of these working groups is to give the members an opportunity to provide feedback and share their input into the hospital design to ensure that the new facility is welcoming, relevant and respectful.

Input gathered from these working groups goes to the Capital Advisory Committee (CAC) and then to the Steering Committee. The Steering Committee works in collaboration with the Project Board to examine the feedback and determine how to incorporate it into the project as appropriate.

Collectively, the working groups will have the opportunity to provide advice relating to the project on local and community considerations, patient experiences, relevant and welcoming design, artwork and signage, and other areas of interest.
