Northern Health Authority is conducting an Expression of Interest (EOI) process to advertise the upcoming opportunity to operate the café space in the new Dawson Creek and District Hospital and assess the level of market interest. This EOI invites interested parties to submit proposals to express interest in providing retail food services to staff, visitors and the public at the Hospital.
The successful contractor will provide retail food and beverage services to staff, visitors, and the public in the new hospital. The contractor will not be responsible for providing meals for patients.
The café space is approximately 75 square metres (800 square feet) and will operate as a kiosk-style offering, with food prepared off-site and heated on-site. Examples of food offerings include coffee, ready-to-eat meals such as soup, sandwiches, salads, tea, etc. The food offerings shall include a variety of fresh, affordable and healthy food items for a broad range of customer needs.
The following is the estimated timeline for the EOI process. All dates in the timeline are subject to change at the discretion of the Authority.

Northern Health is looking for artists and photographers to submit local and regional[1] scenic photographic images to be purchased/licensed by Northern Health and used for permanent custom wall graphics in various locations within the new Hospital.

BACKGROUND:
Construction on the new Dawson Creek & District Hospital began in July 2023, is anticipated to be open and ready for patients by Spring 2027.
Graham Design-Builders was the successful proponent selected to complete the design and build the new Hospital.
The approach and strategy for the interior design for the new Hospital is informed by the surrounding natural environment:
- The flow of the Peace River
- The important connections via the Alaska Highway, railroads, rivers, and creeks
- The big sky with the northern lights/aurora borealis
INTERIOR DESIGN THEMES:
Each level’s interior design theme is based on regional inspiration and has the corresponding wayfinding colours:

The following 13 locations in the new DCDH are planned to have custom wall graphics:
COMPENSATION:
Northern Health will compensate artists $1,800 per successful image, up to a maximum total of $23,400 for all 13 identified custom graphic locations throughout the new Hospital.
DELIVERABLES:
Please submit the following with your package:
- Digital files of local and regional photographic scenic images that align with the identified themes
- For each image submitted, identify which level and theme it aligns with and the preferred location
- Aspect ratios and dimensions of the images
- Original un-flattened artwork files
Please note:
- You are not required to coordinate the ordering or installation of the custom wall graphics as Graham Design-Builders is responsible for doing so.
- Submissions of images remain the property of the artist/photographer and are only required for initial evaluation purposes.
- Images will not be used or shared outside of the evaluation committees, if the submission is not successful.
- Please feel free to include watermarks and/or logos on submission images.
MINIMUM REQUIREMENTS:
- Vector artwork – EPS, AI, PDF (editable)
- Raster artwork – TIFF (preferred), PSD, PSB, JPEG (high res)
- Resolution – At least 150 PPI at 100% of the image size (300 PPI is preferred)
- 21MP and larger
EVALUATION CRITERIA:
Evaluation and approval of submissions will include review and input from the DCDH Art Committee and Northern Health representatives and be based on the following criteria:
- Respecting the Treaty 8 First Nations and the connection to the area where the new Hospital is being built within their territory
- Reflecting the larger vision and goals of the project
- Creating harmony with the design of the new Hospital
- Representing key local and regional landmarks
- Contributing to a sense of place
- Creating welcoming spaces for patients, visitors, and staff to gather and generate conversation
Northern Health will ultimately decide which images appear in which locations, based on evaluation of all the submissions and the above criteria. There is no guarantee the image will appear in the preferred location; however successful artists/photographers will be notified of any proposed location changes following the evaluation period.
LEGAL INFORMATION:
Selected artists/photographers will be required to sign a formal agreement, assigning certain intellectual property rights to Northern Health. Within the agreement, the artist/photographer will license the physical display of the images.
Northern Health will not reproduce or distribute the images without express consent from the artist/photographer; however, as part of a public display, photographs or images of the facility used for promotional material may capture the artwork in-situ. Such use will be authorized within the agreement.

Revizto is a powerful BIM collaboration software designed to connect all project members on a single platform. It supports both 2D and 3D workflows, allowing users to manage model-based issues, perform clash detection, and leverage VR for immersive experiences. Revizto integrates with various formats and tools, making it a versatile solution for architects, engineers, contractors, and owners.
On the DCDH project, we are utilizing Revizto to conduct design reviews with all consultants in a single platform, identify clashes on drawings prior to installation, and serve as a single source of truth to track constraints that may impede construction. It has also been an instrumental tool for the coordination efforts required on this complex hospital, from the finalization of design to the pre-fabrication of the multi-trade racks and the tracking of on-site constraints for the construction teams.
We are incredibly proud to be recognized for our exceptional use of Revizto on the DCDH project, especially given the strong competition from other projects across North America. This award is a testament to the hard work and dedication of our entire project team, consultants, and trade partners.

With an investment value of approximately $590 million, the DCDH project is ranked #92 on the list of the top 100 biggest infrastructure projects in the country.
The 2024 Top100 Canada's Biggest Infrastructure Projects Report is an annual report published by ReNew Canada, an infrastructure magazine that ranks and profiles the country’s largest public infrastructure projects.
Upon completion, the new hospital will be more than 25% bigger than the current facility – strengthening existing services and supporting increased access to care for all Northeast residents.

Many residents have been wondering what will happen to the current Dawson Creek & District Hospital (DCDH) once the new hospital opens.Health care services will continue to be delivered at the current hospital while construction is underway on the new hospital – which is expected to be open, operational and ready for patients in 2027.
Now, why are we building a new hospital instead of redeveloping the current one?
The current DCDH was built in 1960 in accordance with clinical health care services and building code standards at the time. Since then, standards have continuously evolved and improved.
Recognizing these changes, the current hospital doesn’t align with current clinical and patient care standards and doesn’t comply with the current BC Building Code. These factors have an impact on patient and family experiences and the delivery of quality and efficient care.
There’s also more than what meets the eye when it comes to older buildings like the current DCDH. The infrastructure may appear to be in good standing, but it’s what you can’t see that contributes significantly to the need to replace the facility. The current facility has a poor Facility Condition Index, and its age causes deficiencies such as capacity constraints and functional issues.
The new hospital is going to be a brand-new state-of-the-art facility that is built in compliance with national clinical and patient care standards as well as current design and construction codes.
Northern Health will continue to upgrade equipment and assets in the current hospital to ensure that we’re providing quality health care. A significant amount of the newer equipment and assets that are in good working order will be moved into the new facility during the transition process.
We also acknowledge the tremendous community support over the past years through the Dawson Creek Hospital Foundation to support the purchasing of equipment required to provide health care services within the community.
Once the new hospital is open and operational, the current hospital will become inactive, be emptied out and then removed. The site will be cleared and turned back into developable land for future use.
We recognize that the DCDH has played a significant role in the lives of many residents over the past 60+ years. There are ample memories and stories to be shared about the current hospital and there will opportunities for you to share those with us in the future. Stay tuned for more information!

It's official! Ground has been broken on the site of the new hospital. A small group gathered yesterday to dig the ceremonial hole and celebrate the start of construction, although they had a bit of help from the excavator.
